EXPOSED: Mr. Ismail Umaru Dikko, GM KASUPDA Linked To Multi-million Naira Financial Fraud
A group in Nigeria, United Youths Alliance Against Corruption (UYAAC), has accused Ismail Umaru Dikko, the General Manager of the Kaduna State Urban Planning & Development Agency (KASUPDA) , of unwholesome financial anomalies.
The group, in a letter containing series of damning allegations against Ismail Umaru Dikko, and addressed to EFCC and ICPC submitted that he engaged in looting funds meant for the development of the agency and the state through contract racketeering and properties sales.
"It is on record how he favors his friends, close associate, in-laws and close relatives in the agency", said UYAAC.
The Worldwide News learnt from authentic sources that Dikko, who is the General Manager of the Kaduna State Urban Planning & Development Agency has been named in fraud rocking the agency.
Reliable source revealed to The Worldwide News that the petition came to the attention of the EFCC and ICPC.
The petition raised against Dikko is titled, “Complaint of Multi-million Naira Financial Fraud, Abuse of Office and Obtaining Money by False Pretence Against Ismaila Umaru Dikko.”

The Kaduna State Urban Planning & Development Agency has been a drain on the state economy as millions of naira is lost to phony deals and contracts executed by the agency’s management, an investigation by this newspaper has shown.

The Worldwide News has uncovered details of how Mr Ismaila Dikko, General Manager of the Kaduna State Urban Planning & Development Agency allegedly awarded fraudulent contracts sales of property's without recourse to procedure and due process.
In yet another corruption saga, Dikko and some staff of the agency allegedly diverted over N100m appropriated in 2020 for a project.
According to a staff of the agency, who spoke with The Worldwide News, in condition of anonymity confided that
the general manager has been defrauding the agency with illegal award of contracts to family members and close allies.
The UYAAC letter partly reads:
"It is also observed that the way and manner by which the general manager of KASUPDA engaged in looting funds meant for the development of the agency and the state through contract racketeering and properties sales. It is on record how he favors his friends, close associate, in-laws and close relatives in the agency".
"From our preliminary investigations we got to know that the GM KASUPDA awarded fraudulent contracts without recourse to procedure and due process.
. We call for an indepth scrutiny of the accounts of all concerned to ascertain the culpability of alleged financial fraud".
"Property transactions involving the general manager, which he purchases in choice places within and outside the state with pilfered public funds".
"This is a clear case of wastage if not intended fraud, we thus call for a prompt recovery of this inflated monies. Our people need that money to use for meaningful development".
The group, are now requested the Economic and Financial Crimes Commission, EFCC, to investigate Ismail Dikko, over alleged financial fraud of over N400million.
The group also drew attention of the EFCC to some of the blatant misdeeds of Mr Dikko and called for thorough investigation.
"The General Manager involved in Corruption, ‘the abuse of entrusted power for private gain,’ corrupt
and fraudulent practices".
"corruption and fraud in KASUPDA are therefore varied and complex, ranging from plagiarism and fraud to embezzlement of funds".
“He is always bragging that, with his godfather, the executive governor of Kaduna state Malam Nasiru Elrufai, he is immune from any form of probe and prosecution".
“This brings Governor Elrufai's anti-corruption campaign in the state into questioning. If Malam Nasiru Elrufai acclaimed war on corruption is anything to go by, Ismail Umaru Dikko should be removed now, and thorough investigation should take place immediately,” the source added.
